History of the Site

The site has a long history of industrial operations serving the petroleum industry over the last century. The site was first established as an oil refinery in 1920 under ownership of Eastern Gas & Oil, which ultimately merged into ExxonMobil in 1999.  Refinery operations were located north of Beacham Street (known as the “North Tank Farm”). After refinery operations ceased in 1965, operations were limited to bulk storage of refined petroleum products in the North Tank Farm and asphalt production and distribution in the area south of Beacham Street (known as the “South Tank Farm”). All operations ceased in 2021 in anticipation of the property being sold.

While in operation, the site had 28 Above Ground Storage Tanks (ASTs) ranging in size from 400,000 gallons to 16,000,000 gallons which containerized petroleum products (e.g., fuel oil, jet fuel) prior to distribution. Additionally, the South Tank Farm contained 18 concrete bunkers/vaults, ranging in in size from 1,500,000 to 6,300,000 gallons, to support refinery operations. Circa 1965, the concrete bunkers were taken out of service and were either leased for storage of other materials or cleaned and removed from operation.

ONSITE ACTIVITIES

Everett Landco has begun decommissioning, demolishing, and remediating the site and improving the site’s climate resiliency.  We estimate that this process will continue for 3-4 years as the land is prepared for redevelopment.

  • Decommissioning – Decommissioning of the Site is ongoing and includes the cleaning of tank farm infrastructure including above ground storage tanks (ASTs) and associated piping. The decommissioning of the Site will serve to prepare the Site for demolition and remediation.
  • Demolition – The demolition will include the removal of storage tanks, as well as their associated piping and concrete or plastic foundations. Additional demolition will include the removal of tank farm infrastructure including onsite buildings and electrical equipment. Demolition at the site will prepare the Site for remediation and eventual redevelopment. Some elements of demolition will be ongoing as remediation activities take place.
  • Remediation – Under the supervision of Massachusetts Department of Environmental Protection, Everett Landco will remediate petroleum and other contaminants to bring the site into compliance with Massachusetts law. At the final stages of remediation, we will import approximately 3 feet of clean cover soil to the site.
  • Resiliency – Much of the Site is currently below the anticipated 100-year flood elevation of 10.5 feet above sea level. Prior to importing clean cover during the final stages of remediation, we will bring the site’s overall grade above flood elevation.  In addition to safeguarding the remediation and future redevelopment, the raised grade will help to protect the adjoining neighborhood against inland flooding during storm events.
